The registry plans to implement the Same Entity Allocation mechanism for second-level variant labels. This mechanism will ensure that all allocatable variant labels within the same variant set are either assigned to the same registrant or withheld for possible allocation only to that registrant. For the Full Registration Data Sets model, the process for applying the same entity allocation principle is as follows: For creation When a domain name is registered based on a second-level IDN table, the registry system will verify that any allocatable variants derived from the same set are linked to the same registrant. Allocation of a variant to a different registrant will be prevented by system controls. For transfer When a domain name is transferred, all registered variants will be included in the transfer, ensuring that the Same Entity principle is maintained for the new registrant. For update of registrant When the registrant of a domain name changes, all registered variants will be updated accordingly to maintain the Same Entity association. Other updates (e.g., hostname changes or authInfo updates) will continue to be handled independently. For deletion and purge When a domain name is deleted or purged, the association between that domain and its variants will be maintained in the system to ensure that subsequent registration of any variant is restricted to the same registrant, until all associated variants are fully purged. This mechanism will be implemented systematically for all second-level IDN registrations and will operate independently of language-specific or registry-specific policies. In the Minimum Data Set model, AFNIC holds no data related to contacts, including the registrant. To ensure compliance with the Same Identity Allocation rules, the RSP requests that the TLD Registry contractually commit to establishing a contractual undertaking between the Registry and the Registrars guaranteeing: - that registrars comply with Same Entity Allocation rules when operating on domain names. - that the registry can carry out checks to ensure that the rules are being implemented.
