IDN.2.4.Same Entity Allocation
Describe how compliance will be achieved for second-level variant labels that arise from a registration based on a second-level IDN table where all allocatable variant labels in the set must only be allocated to the same entity or withheld for possible allocation only to that entity (e.g., all allocatable second-level labels {s1, s1v1, …} under the TLD.
Response
Please note that based on previous conversations with ICANN, although CentralNic Registry currently does not support allocating variants to the same registrants, the attached document describes how we will allocate or withold second-level variant labels in future. Please find version 2 of IDN 2.4 in response to the following ICANN clarification questions:
"Since you have confirmed that you intend to keep your application at Level 2, the assessor wants to confirm the following where you may allocate variants instead of blocking them.
Please add details to your response to address of all the following (if not addressed already):
a. How do you enforce the same entity principle? Does your system only allow the same Registrar of the primary name to allocate a variant name?.
b. If the TLDs are operated under Registration Data Policy with a minimal data set, please describe if and how your registry system enforces the same principal entity.
Note: a contractual control may be acceptable to comply with this section in case of a minimal registration data set
c. Does your registry system allow independent host objects for delegated variant labels"
