IDN.2.4.Same Entity Allocation
Describe how compliance will be achieved for second-level variant labels that arise from a registration based on a second-level IDN table where all allocatable variant labels in the set must only be allocated to the same entity or withheld for possible allocation only to that entity (e.g., all allocatable second-level labels {s1, s1v1, …} under the TLD.

Since the SRS does not maintain contact information, including that of registrants, we check to see if the registrar requesting a variant label is the same as the registrar for the primary name. Registration is only allowed if requested by the same registrar. In addition, the registry operator will require registrars to confirm that the applicant for a variant label is the same as the registrant of the primary name.
Supplementary Information:
It is possible for each registered variant label to have independent host objects. This is because the registry system does not implement any specific restrictions regarding host objects for delegated variant labels.
