IDN.2.4.Same Entity Allocation
Describe how compliance will be achieved for second-level variant labels that arise from a registration based on a second-level IDN table where all allocatable variant labels in the set must only be allocated to the same entity or withheld for possible allocation only to that entity (e.g., all allocatable second-level labels {s1, s1v1, …} under the TLD.

All generated variants are linked to the originating domain. Any transition of the domain, e.g. deletion, transfer, etc., would also include the related variants. Variants themselves cannot be subject to any such transition. Preferred variants may be activated by the Registry Operator depending on policy but stay linked to the lifecycle of the originating domain.
To ensure compliance with the requirement that all allocatable second-level variant labels (e.g., {s1, s1v1, …}) are only allocated to the same entity or withheld exclusively for that entity, the Registry will implement contractual controls:
Registry-Registrar Agreements (RRA) will:
* Require registrars to enforce the single-entity allocation rule across all variant labels.
* Prohibit registrars from offering withheld variants to third parties under any circumstances.
