IDN.3.4.Same Entity Allocation
Describe how this RSP’s implementation will comply with the following: For second-level variant labels that arise from a registration based on a second-level IDN table, all allocatable variant labels in the set must only be allocated to the same entity or withheld for possible allocation only to that entity (e.g., all allocatable second-level labels {s1, s1v1, …} under all allocated variant TLD labels {t1, t1v1, …}).

Identification of Same Registering Entity
Registry Operators will contractually require registrars to observe the ICANN policy rules around same entity in all cases. In addition, Nominet’s registry system will:
- Reserve variants on registration of a source domain. If related variant TLDs have the same IDN tables, variant labels will be reserved across those TLDs.
- Limit the creation of variants to the same registrar that holds the other variants.
- Ensure all variant domains are transferred between registrars at the same time. Any one variant which is transfer prohibited will block the transfer of all variants; any one variant which is update prohibited will block the update of shared fields.
- Allow independent management of EPP Statuses, DS records, and linked host objects per variant.
- Ensure variant TLDs will use a common EPP registry system and Repository Identifier.
- Enforce on registration that the registrant for a variant must be the same as for the source domain (unless minimal data set applies).
- Ensure updating the registrant in the source domain will be reflected in variant domains.
- Prohibit updating the registrant in a variant.
- Comply with the minimal data set with an appropriate contractual control.
